Northeast Iowa Community Action Corporation (NEICAC) continues its mission of strengthening communities by providing vital support, services, and connections to resources that improve stability and quality of life for individuals and families with limited resources. Serving residents across Allamakee, Bremer, Chickasaw, Clayton, Fayette, Howard, and Winneshiek counties, NEICAC offers programs that support people at every stage of life. These include Family Services, Crisis Programs and Food Pantries, Head Start and Early Head Start, Affordable Housing, EARL Public Transit, the Child & Adult Care Food Program (CACFP), Family Development and Self-Sufficiency (FaDSS), and more.

NEICAC is proud to announce it has been awarded the Thrive Iowa contract from the Iowa Department of Health and Human Services. Thrive Iowa is a community-led initiative focused on helping families move from crisis to career by addressing 13 social determinants of health—such as housing, mental health, and childcare—using a collective impact approach supported by the Restore Hope model. The organization is currently hiring a Thrive Coordinator and looks forward to bringing these services to Fayette and Clayton County residents in 2026.

Additionally, the Low-Income Home Energy Assistance Program (LIHEAP) regular assistance application period is now open, helping eligible households with winter heating costs. For details and eligibility, visit https://neicac.org/programs/liheap/.
